We are proposing to redevelop an aging mixed-use building (originally constructed in 1943) with three commercial units (two currently vacant), and one residential unit to a new mixed-use energy-efficient building with two ground floor commercial units and four stories (39 units) of purpose-built rental residences. In total there will be 41 new units: 23 one-bedroom units;16 two-bedroom units; and 2 commercial units.

The property at 4085 Quadra Street is located between two active re-zoning proposals for new mixed-use buildings:
· 4079 Quadra Street: Proposal: Three-storey mixed use building with dental offices on the ground floor and two stories of rentals
· 4087 Quadra/4089 Quadra/944 Nicholson Street: Five-storey mixed use strata-building with ground floor commercial and four stories of residential units.
This proposal is aligned with the recently adopted Saanich Housing Strategy and would add much needed purpose-built rental homes to a neighbourhood that has room to grow. In Saanich and surrounding areas there has been underinvestment in purpose-build rental housing, with demand being greater than supply. Saanich’s current vacancy rate is 1.3% (3-5% is considered healthy), with regional population growth anticipated in coming years, putting further pressure on the rental market.

· Road Widening on Nicholson Street and Quadra Street to increase public safety and improve transportation

· Addition of a bike land on Quadra Street
· Twenty-three vehicle parking stalls
· Electric vehicle charging stations
· Modo memberships for each residential unit (Note: A community Modo car-share is proposed at 4087/4089 Quadra Street. An additional electric Modo car-share will be provided if there is demand for the service).
· Electric bike charging
· Twelve short-term bike parking stalls
· Forty long-term bicycle parking stalls
